    Job Description

We are hiring a GIS / Spatial ETL Engineer for a hybrid contract role in Tampa, FL supporting a Fortune 50 telecommunications client. This role sits at the intersection of geospatial data engineering and telecom network infrastructure, building the ETL pipelines and spatial data models that power network planning and build-out operations. You will design and maintain spatial data integration workflows, optimize Oracle Spatial databases, and develop GIS applications and data models in the ArcGIS environment. The work directly supports the Plan and Build phases of the client's telecom network lifecycle, including fiber, outside plant, and infrastructure deployment. What you'll do Design, develop, and maintain GIS data integration workflows using FME, Python, and ArcPy for spatial data transformation and automation Manage and optimize spatial databases using Oracle Spatial with strong PL/SQL development Build and support GIS applications and data models within the ArcGIS environment Develop scalable ETL pipelines with attention to data quality, performance, and geospatial standards Partner with engineering, planning, and operations teams to deliver end-to-end geospatial data solutions What you'll bring Hands-on experience with FME (Safe Software) for spatial ETL Strong Python and ArcPy scripting skills Production experience with Oracle Spatial and PL/SQL ArcGIS platform proficiency (Pro, Enterprise, or Server) Familiarity with telecom Plan / Build workflows or comparable utilities / infrastructure GIS experience Ability to work hybrid from Tampa, FL

    Requirements

    • Skills (the must-match technical signals) FME (Feature Manipulation Engine) ArcPy ArcGIS (Pro / Enterprise / Server) Oracle Spatial PL/SQL Python (geospatial / scripting) Spatial ETL / Geospatial Data Engineering Experience 8. 5+ years of GIS / geospatial development experience 9. 3+ years of FME-based spatial ETL development 10. 3+ years of ArcPy / Esri Python scripting Industry / Domain 11. Telecommunications industry experience (fiber, outside plant, network planning) 12. Utilities or infrastructure GIS experience (alternate domain — surface candidates from utilities, transportation, or municipal infrastructure GIS who have transferable Plan/Build context) Certifications (preferred signal boosters, not required) 13. Safe Software FME Certified Professional 14. Esri Technical Certification (Developer or Enterprise track) 15. GISP (GIS Professional) Education (preferred) 16. Bachelor's degree in GIS, Geography, Computer Science, Geomatics, or related field Location signal 17. Tampa, FL metro area or Florida-based (for hybrid feasibility) A few notes on how to weight these: Skills 1–5 are your real must-haves. A profile missing FME and ArcPy and Oracle Spatial isn't worth surfacing no matter how senior. If the platform lets you flag importance per criterion, mark these highest. Criterion 12 (utilities/infrastructure GIS) is the safety valve. If telecom-specific candidates are thin, utilities GIS folks with the right tech stack can usually pivot — AT&T's Plan/Build vocabulary maps cleanly to substation/transmission GIS workflows. Certifications 13–15 are weak filters individually but strong tiebreakers when ranking similar candidates. Don't make them required. Skip a "years of Oracle Spatial" criterion — it's already in your screening question and adding it here over-weights one skill in the coverage score.
